If you don't have a boot disk, go to the add/remove programs section in
Control Panel. There is 3 tabs along the top of this applet, click on
Startup Disk, then on Create Disk on that page. You may need your cd in
the drive to create the disk. Put the boot disk in your floppy drive &
reboot. On boot, it'll give you an option to use cd-rom support or not
to use it. Choose with cd-rom support. Format your drive with the /s
switch, cd to your cd drive with the Win98 cd in it, & type setup.
It'll take over from there.

I run them all on various systems and are happy with either, but some
people do have some issues with ME on certain systems, so 98SE is a
safer bet......

IMHO, Windows ME is the most unreliable, stinking, smoking pile of Poo
that's ever been passed off as an operating system. Except for _maybe_ Mac
System 7.5.2.
It has more driver problems than Win2K ever did, and has too much junk
running in the background to provide a smooth *** environment.
It has become the new King of BSOD.
If you'd like to know how I _really_ feel about WinME, let me know :)

This is incorrect...
I have the $49 (Step Up) edition of ME.
I also have the Windows 98 (original edition, I despise SE) UPGRADE CD, not
the full version.
I installed ME on a freshly formatted drive, and all I had to do was install
the Win98 upgrade CD in the drive when prompted for the validation.
No worries...
Now, you cannot do this with Windows 95 and the Step-Up CD. The Step-Up
only works with Win98 CD's. For Wind95, you have to buy the full WinME
'Upgrade' package for $99.
If you just crawled from under a rock, and have nothing, then the full
package is like $200.

As someone who maintains a whole lotta computers, I can assure you it is far
more troublesome than Windows 98 ever was...
