N4 online stuttering

I have noticed that I have to drop the resolution from 1024x768 to 800x600
while playing Nascar 4 online. I have a dial-up connection (33.6). It's
really weird because the frame rate counter shows 30-50fps online at
1024x768 but it still seems choppy while connected to the internet. Objects
like poles and trees on the trackside seem to jerk along as I drive even
though the fps counter does not reflect it. If I am playing offline, I can
have the resolution at 1024x768 with no chop or slowdown in frame rate
(30-60fps) at all with a field of 25 cars. It plays really smooth at
1024x768 offline or 800x600 online, but I would really like to play at the
higher resolution online. I used to play the N4 demo online and it didn't do
this. You would think that it would play faster online because of the
removed load of the AI cars.

Has anyone else noticed this? What could be causing this? Is it just the
extra load of the multiplayer software or is my ISA modem just causing this?

My system:

Asus P2B

192mb RAM (PC100)
Voodoo 5500 AGP 64MB (1.04.01)
SB Live Value
Zoom 2805 33.6 modem (ISA) (not a winmodem)
Win98SE

I am using D3D because I tried the OpenGL mode and it worked but was really
choppy. I am not using FSAA because of the performance hit.

Don't bet on it.

It depends on where you are, and who your provider is.

A good example is Cox Cable RoadRunner in Fairfax, VA.  The latency problems
have made online racing nearly impossible right now.
