N4 Online Stuttering: Need help Papy!

Here's the system:

Abit KT7
T-bird 800
128 Mb PC-100
3dfx Voodoo3 2000 AGP
SB Live
No Overclocking
USR Hardware Modem at 28.8 to Earthlink
Ping app. 200, qual 100
Windows 98
N4 running at 640x480x16 d3d
12 cars up front, 3 in back, minimal graphics, world set to about 1/4 from
the left, 25% ahead, 10% behind, No specialties checked on right side of
screen.

Offline:  68 - 74 fps smooth graphics, no problems.
Online IP Host, no connections:  Graphics start to stutter in corners.
During stutters FPS meter wigs out...looks to bottom at 60 fps.
Online Join:  Stuttering occurs all the time.  Even sound stutters.  FPS
meter still wigging out...says 60's.

From what I understand, our eyes can't see above 30fps.  So, if the fps
meters are reporting in the 60's, what is all this stuttering going on?  The
pings are good, the qual is good, the hardware is decent, but I can't race
online at all.  It's not a warp issue either.

Here is the real kicker:  I can have a decent connection to any server all
by myself, and still have horrible stutter all the time.

I have DMA turned on, 640Mb swap file, hardly no graphics turned on, decent
enough connection, no heat problems, no irq conflicts, error control off,
systray and explorer running in the background.  I set this system to run N3
and N4, it's the only games I play.  Heck, it's the only reason for this
system.

Please help me figure something out.  I really want to run online again!
