  your question in the subject was a 'minimalist' question so I answered
with the same amount of brevity and I also included a dose of wit and style
and accuracy at no extra charge.  You asked a simple question, I GAVE you a
simple answer.

There has been known cheats for ages.  One simple cheat is the weather
cheat, a motor running in cloudy condiditons makes more power than one in
hot sunshine.  So there is a fairly simple method of joining a sunny race
but getting your system to recognize cloudy(and thus more horsepower)
conditions.
   Sierra forums had several periods of users caught with more
sophisticated cheating,  the whole reason of including cd keys was to make
penalties more enforceable.  Several users have been banned over the years.
    The private leagues with 3rd party cheat utilities have often caught
noncompliant cars.  It's known, it's real, and it has been largely ignored
publically by Sierra.  
    So my answer stands for your enlightenment....yes.
