I used the "frame" command to show framerate in my full-screen 3dfx enhanced
CPR window. It was giving me between 12-17 fps maybe 19-20 sometimes. It
seemed very smooth to me though. Turning off graphics options still wouldn't
give me over 21 fps even with the Monster 3d on. This is weird since I have
a 200MMX with a Millenium 4 Meg card and 32 Megs of RAM. Is this normal
performance? It seemed so smooth but was it an illusion...?

for some reason i loaded the game again today and am now getting 25-30 fps
with all the graphics on with 3dfx. weird but i'm not complaining. i am
getting better. i know this must be pathetic to some of you BUT i am doing a
1:26 lap at Seca with no driving aids 'cept for autoshifting. this is GOOD
compared to how i started. :-)

Oddly enough, I have done so many 1:07's at Laguna Seca in ICR2 I just take it
 for granted I can race in that range yet I have yet to crack 1:14 in CPR.  I
 was telling my wife about how Blundell did a 1:07 and a bunch of people on the
 'net and beat his time by several seconds.  I asked her what she thought of
 that and she looked at me and said "they're a bunch of freaks" and we both
 cracked up.  It was a tongue in cheek comment, but there are definitely people
 out there who have a knack for sims...wonder how they'd do in the real things.

Yes I had the same initial impression when first running CPR.  It does
appear fluid even at 15-20 fps.  But 20fps is smoother than 10 fps and
30 is smoother than 20 fps.  While a constant frame rate is an
important requisite for the illusion of smoothness, it doesn't
substitute for the glassy smoothness that comes from a constant 30-35
fps.

I went back to try unaccelerated GP2 which on my PPro200 + 3dfx +
Millenium is set to 21 fps and usually gets around a 100 PO.  It
appeared much smoother than CPR.  Also, the image is much clearer and
doesn't have the jagged lines at the edge of the track which makes
visiblity better.  UBI F1 also gives the same impression of smoothness
with a clearer image.
