You cannot "get" the track from the internet legally. Its piracy and 99.9% of
the people here dont support that sort of thing (myslef included). Now I admit
that its near impossible to get a copy of ICR1 nowadays let alone the IMS
expansion pack and I have a feeling some people see this as reason to post the
full track for ICR2, its still piracy but a less objectionable form I suppose
(I still object to it though). HOWEVER...there MAY be a way to get it legally
if you have N3 and N2/99. I'm almost positive someone converted the Indy track
from N3 to N2/99 which you can get a convertor to ICR2 for. I cannot verify
that the N3 version is infact convertable from N2/99 to ICR2 but if you have
the afore mentioned software its worth a try. You certinally have nothing to
loose. Thats all I can say on the subject.

Many moons ago I contacted Sierra asking them where I could get the
ICR1 Indy track (track pack) -- I actually own ICR1 without Indy
(doh!). They emailed me a response that I wish I had saved, but they
said the ICR1 expansion pack is no longer available anywhere (as far
as they know), and suggested that I DOWNLOAD the track from some third
party web site. Which I did. I believe that site is gone, and I'm
not sure where else you might find it.
As far as I'm concerned, I was given permission to acquire this bit of
software for free. Odd, eh?
Oh, and in case you're new, if you find the ICR1 Indy track, you can
convert it with a utility found at (among other places):

This fixes some of the graphics problems (water tower in the wrong
place, downtown Indy in the wrong place, etc.). Rendition and SVGA
versions are available for download -- these files are intended for use
by people who own the original Indy track pack for ICR1.

Weird thing, must not have come from a legal department ;)
Actually, I would consider the expansion pack to be now "Abandonware", since
it cannot be anymore bought by anybody in the world in stores. Everybody
has accepted the distribution of that track now I guess, especially with
Sierra getting the rights to the Brickyard back with Nascar Racing 3.
