ICR2 rendition track help needed

I hope some one can steer me straight with a small problem I am having
trying to get the Sim Projects track program to work. I have extracted
all the files into a directory called /3dkits. I have a pack and unpack
utility in there along with Pkunzip. When I try to install a 3d track
(Cleveland for eg) I get the folllowing message in the MS-DOS box.
"Examining track kit zips for needed Papyrus files....
Getting needed files from unpacked Papy tracks...
...done...
Beginning CLVNDHQ creation....
Bad command or file name
Error! Unzipping CLVNDHQ.dat failed.
Error! Packing CLVNDHQ.dat failed."

I can not find the named CLVNDHQ.dat anywhere. It is not in any of the
zipped files that I downloaded off the Sim Project site. I wonder what
instruction causes that Bad command msg.?

Any help very much appreciated.
