I don't want to sound insulting, but you are running in 3dfx mode, right?
The very low framerates you're getting, and the fact that they improve
so much with graphic details turned off really makes me wonder.
I'm running on a processor-limited system and turning graphics options
off makes practically no difference.

I have a Cyrix M II 300 with 64MB Ram and a 8MB Voodoo2 card.  When I have
everything turned on in the game I can get 8 fps in training mode.  With
everything off I can get about 18 fps. How can I increase my frames?  I know
that the Cyrix chip isnt the best for this game.  Will another Voodoo2 card
help?  Im open to any suggestions.

2 Voodoo2 cards via SLI will only give you higher resolutions, not a
gain in frame rates.
