I didn't save the replay.  Got upset, took my ball and went home
before I thought to save.  It could have been that he was further up
in the re-start order but it looked like there was a full field in
front of me (I was pretty far up in the re-start order).  It still
wouldn't make sense for him to slam on the brakes before the S/F line
and even so I still should not get a B/F because some guy can't get in
the right position on a restart.  If he was supposed to be ahead of me
then it would be pretty hard to program.  It then becomes one of those
judgement calls which is probably pretty damn hard to program.  Kinda
like deciding who is at fault for an incident.
