Ok, folks.  Time to revisit this one...

I know how to fix the Refresh Rate problem in Direct3D under 2K/XP.  That
can easily be done in the dxdiag program.

Under Win2K, you can use the NVRevFix program to fix this for OpenGL.

But, unfortunately the developers of NVRevFix have disabled XP compatibility
in the program siting 'compatibility' problems.

So, now does one fix the refresh bug (can't believe it's STILL there in XP)
for OpenGL ?

I have a 22" Monitor, and running a monitor that size at 60hz will make you
puke.  Instantly...

The problem is easily solved by the new XP friendly version of nvreffix. Get
it at http://www.guru3d.com/download/
Click on downloads, then Generic utilities, then look for
nvreffix-setup.exe.
Problem solved!
