Not sure what you mean by affordable and not sure it is "the best" but

If by "affordable" you mean budget then the MS Precision Racing Wheel is
very nice.  USB, six programmable buttons, pedals up to the GPL standard.
It costs about 50 UK.  It's as good as anything for this sort of price.

If you want a stick shifter, then the only choice is the ACT LABS
wheel.  They are the only ones with a free shifter option.

I don't think so.  I think the shifter is $59 additional for Act Labs.  TM
Nascar Pro Digital, Mad Catz Andretti, and Guillemot Ferrari wheels all have
a stick shifter.
