GPL: How do you slow down the AI cars?

OK, I am not that slow (2+ years playing racing sims...).  I'm not a bullet,
but I can drive ok.

But, the AI cars on NOVICE race are blowing me away.  They run 1:31s at
Monza and 1:29 at Zandvoort.  That is way too fast for the slowest AI
setting, isn't it.  Am I missing something here that should be obvious?  How
do I slow these cars down a second or two a lap so I can enjoy racing with
other cars around?

Like I said, those times above are for the NOVICE race.  HELP!

P.S.  yes I lowered the amount of gas down to just enough.

Go to your GPL directory and find the file 'Drivers.ini' .Copy it and rename
it something like "Original Drivers File" so you have a backup copy. I
changed the 'global_hype_scaling' value to 1.20. This changes the Ai cars
speed compared to your speed. This made them go about 1:34's.
I found that even though they were slower , they dont make so many mistakes
and spin out like I do so I still could not stay with them unless I got a
big lead.
I also played with 'experience' and set it to .930000, and 'quickness' and
set it to .890000 to make them drive like a novice like me. Jim clark  goes
off track a lot now and its fun just to watch them***up.

After testing it out some more (I can only run 5 cars) some of the drivers
lock up their front tires and come to a stop without continuing  when I set
these values this low, so I am trying other settings.
