Someone send this to me, when i asked the same question.
ADJUSTING THE SPEED OF THE AI CARS
If you find that the ai cars are too fast or too slow you can make small
changes to the track.ini file.
1. Back-up your originals files
2. look for this line in the track.ini file:- dlong_speed_adj_coeff =
1.0240
3. make small changes to the value
ie: change 1.0240 to 1.0440 to make the cars go faster
or change 1.0240 to 1.0040 to make the cars go slower
The above is just an example value you can change the value by whatever you
want.
This really is a matter of trial and error changing this value to get the
speed you require.

base_gearshift_hiatus = 6.000000
about 3 lines down in gpl_ai.ini. This used to be a simple way when I
was first starting out with GPL. It basically changes the amount of
time it takes for the AI cars to change gear. The higher the value -
before the decimal point - then the longer they would take. Moderate
changes to this and you probably won't notice anything. Wack it up to
about 30.0000 and, if you can stay near enough to them through the
corners, you can nip past them on the straights whilst they fumble
around for the next gear. :)
If I recall, I think I had this value as high as 80.000 when first
starting out, which slowed them down by about 5 secs per minute and a
half. Obviously, I don't need that now. ;-)
