quality simply tells you the percentage of packets you received vs.
what the game was expecting to receive. 1.000 means you are receiving
100%. If you see numbers significantly over 1.000, then you're
probably using different send_every settings than the server.

Does this mean that the server will send more packets than the client
specifies in the core.ini? Wouldn't it make more sense for the server
to be able "synch" all clients to the send_every settings to the
server's parameters?
