It has to be named 'core.ini'.

Ok,I have the patch and a ms ff wheel and have changed the 0 to a 1 in the
core.ini bit and hey presto...........no ff.
    Help!
Is there anything I have missed?

I had the same problem, go to the core ini and change it to core.  (no ini)

Well Greg is right the name should be core.ini - however MS decided that they'd
rather not confuse their customers with file extensions and so the explorer has
an option to hide file extension for known types...
Turn off this option and you'll see the FULL file name.
