Read the included docs, which will tell you how to slow down your mirror
refresh rate to get better overall frame rates. I slow my mirrors all the
way down to 1/8 speed (yuck!) to get 36 fps most of the time.
Dunno about TOCA.

My System:
Celeron 366 overclocked to 533, 128 MB, TNT 1, 2.08 reference drivers
My GPL settings:
1024x768, detail bias slider halfway, cars only in mirrors, mirror
refresh every 8 frames, all other details maxed.
Try the 2.08 reference drivers. Also try the F10 view; if it makes
a big difference, the problem is your mirror configuration. If it
doesn't, the problem is more global.
