A "normal" racing wheel and pedals work like this: X-axis steers left
and right. Y-axis controls throttle and brakes.
Now, when the Y-axis in the neutral position, you get neither throttle
nor braking. When it increases, throttle increases. When it decreases
below the midpoint, you brake. I guess you realise this means you cannot
brake and apply throttle at the same time. With a split axis (or "3
axis") pedals, throttle and brakes are controlled by different axis, and
can therefore be used separately.
Now, DON'T ask me what advantage there is in simultaneous braking and
revving in F1. I am not enough of an expert in racing and the
specialised English involved to explain it. (Read: he doesn't know,
really ;-)
