RUSHHOUR heavy traffic
EMPIRE race on Empire City track
ELNINOR race with El Ni?o car
MERC race with Mercedes CLKGTR
GOFAST enables super speed in Single Race mode
ALLCARS enables all cars, including Pursuit Vehicles

Type these codes right before you click the RACE button to drive the
different nonplayer cars:

Where do you type these cheats? In place of your driver name? It doesn't
work for me. I still can't get any of these to do anything. What am I
missing?

Type the cheats in at the Main Menu, you dont have to Enter them in any
entry box, but just when you are on the Main Menu, just type them and select
Race. I have had success with all of the cheats.

Type them while your at the main menu. You'll hear a sound (some sort of
'swoosssh...'). If you don't hear it, you typed it wrong. Retype the codes
for every new race.

also, the Grand Am police car is actually a Ford Falcon GT that comes
with the Aussie versions.
