For some reason the only setting that seems to have a massive effect on the
stuttering is the special effects display setting. I similarly found very
bad stuttering in the rain when on lower graphics settings and was getting
very confused. So I did a test of all the settings. I put all of them down
to low and got terrible stuttering. Then I put them all up to full and got
smooth gameplay but with a little slowdown (expected because some of the
'full' settings were showing red).
So I tried reducing them all one by one and the one that made the only major
diffrence to the stuttering in the rain is the special effects settings. For
some daft reason if you turn this setting lower than 'full' it starts the
stuttering really badly. However on full the game is smooth. Now I have the
special effects on full and a couple of other on high (the red ones when on
full, mainly circuit detail) and the game plays really smoothly.
I dont understand why but try it and you will be amazed. Mind you I am also
playing with the skybox setting in the player config file set to 1 as
recommended by someone else here. I will however try turning this slightly
dwown below 1 to see the diffrence this makes later on.
