N2002 Server problems

Trying to host a N2002 server on a dedicate PC using a cable connection.
Server connects fine and people can get on, but as soon as I get 3 or more
people on the pings increase a lot.
Sometime it will hold 10 but not very often and then it totally kicks
everyone when race starts.
Any ideas what it might be?  Others on the same ISP have said they can host
30+.

Sounds to me that your upload speed is quite low.  Have you checked your
upload speed?  What speed do you get if you FTP a file to a web space? I
know that a lot of cable ISP's cap the users upload, but it's usually at
128kb/s or higher, which would allow for hosting 6-7 racers without a
problem.  Maybe your neighborhood's cable usage is very high, which is
reducing your available bandwidth.

My upload speed is typically 400kbp/s or higher so that's why I'm not sure
what the issue is.  Should be plenty bandwidth for 10-15 cars.
