OK guys its an s3 virge pci with 4 megs of ram  someone wanted to know.

3 FPS seems about right to me. When I look at minimum requirements on
a box for a game, I see minimum performance instead.

No, a 3D accelerator (3Dfx Voodoo, Rendition) is *highly* recommended
for this simulation (as it is for all other new racing simulations).
Without V2 it wouldn't even run properly on my C333...
