For those of you experiencing framerates going from 36 to 25 after
upgrading, I discovered that connecting online boosted my framerate.
While I am connected to my ISP, I get 36 fps and as soon as I
disconnect, 25 fps.  Maybe GPL is looking for a network connection
constantly?  I tried disabling ipx, modem, network, and tcpip in the
core.ini file and it did not help.  I also tried setting the
clock_adj_delay to 16 and synch_method to 0 with no effect.  Anyone have
any suggestions?  I don't want to have to connect online when I am
hotlapping...

I thought I had a solution last night! :) (by setting the ff joystick
setting to 0) but it turns out that it didn't work (it appeared to the
first time, but when I reloaded GPL later last night GPL went back to the
low framerate again!)  GPL 1.0 runs just fine (along with all my other
3dfx games, only 1.1 has the framerate reduction, and I don't even have
anything that uses FF! (wish I did, but that's another story!) Just using
a T2 here! :) )

Did you try setting
ignore_net_read_errors = 1               ; Don't disco if error reading pkt
ignore_net_send_errors = 1               ; Don't disco if error sending pkt

to 0?

Or setting
mem_client_send_every = 1                ; Client packet freq via memory
mem_server_send_every = 1                ; Server packet freq via memory

to 2?

One more: did you try to set
bcast_send_disable = 0                   ; Disable sending broadcasts

to 1?

I don't experience the general slowdown, I think, because I have ADSL.  But
do you get the intermittent driving in molasses effect that many of us are
experiencing?
