I've got a SB16 p'n'p that has one joystick port on it - I wish to add
another Joystick port to play F1RS with split screen and two steering
wheels - will a Thrustmaster ACM gamecard do the trick?

Unless F1RS supports gameports with I/O's other than 201, no. However,
if F1RS can recognize gameports with other I/O addresses, it is very
possible to do this with the ACM gamecard. The ACM card comes with 2
dual-joystick ports which can be set to different I/O addresses.
The gameport on your SB is a dual gameport. In other words with a
Y-adapter you can plug to joystick's into the port and games/sims which
support 2 joysticks will work. I assume that F1RS only uses the default
I/O of 201. So, if your wheels have steering and gas/brake all on the
same axis, you should in theory be able to use 2 wheels with your
gameport on the SB (provided you get a Y-adaptor). The Y-adaptor breaks
the dual port into 2 single joystick ports.
