New Mobo, CPU, Ram and GFX card and you're sorted.
My suggestion would me..
Asus A7N8X mobo - 100ish (onboard 5.1 sound, networking, SATA, USB 2,
firewire - will take the new 400 fsb Barton chips due in April )
Athlon 2200 CPU - (85ish - good price/performance level here - equiv Intel
CPU is 130 )
2 x TwinMos 512mb DDR 3200 Ram - 156ish ( I notice you have 600 meg in your
current rig - I guess you're a 3d or Photoshop kind of chap - otherwise, get
2 x 256 meg instead )
And Radeon 9700 pro - 220ish
Heatsink - take yer pick - good one = 20.
all up - about 580ish.
Depending on your current rig - you may need to get a new case - but your
HDD, CD/DVD, Mouse, Keyboard, Monitor - can all carry across and you could
Ebay the left overs and get a couple of hundred quid for them - so you
actual outlay might only be 380ish
This sort of rig will between double and trebble your current ***
performance - and future proof you thru to the very last of the socket A
processors ( perhaps a 3400ish 400fsb Athlon 'Barton' Core)
For probably 1/3rd the price of buying a retail PC that has all those
components - I'd say its a bargin

I've tweaked it as well as I can, but my real problem is the lack of DDR
memory. My benchmark testing has shown that with non-DDR memory, the nice
video card I have is bottlenecked by the system.

A) yes it will run...but not well. You will need to limit the graphics.
Heck guys with twice your system specs have to cut back.
B) With 640 megs of ram, do you have win98 or XP? If Win98 you will
probably see better overall system performance if you reduce your total
memory to only 512mb.
C) If your system can play N4, it can play N2k3, but it still won't be
as fast.
