Can someone help me with this problem: when I test my Thrustmaster
everything seems to work perfectly, accelerating, braking, steering,
no problem at all. But as soon as I want to set controls in games like
Indy Car II or Precision Racing the outcomes are unpredictable,
sometimes I have to accelerate with the brakepedal and sometimes
nothing seems to work, even not when I have saved the controls in a
file.

You may have to set(configure) the controls in EACH game.  You didn't say if
this was the case...
The test(in windows) often behaves differently than the applications

I suspect you have the seperate or combined pedals set wrong for the game.
When games don't support seperate axis for pedals you can find very strange
things happening. There is a tick box in the Thrustmaster control panel.

I found that sometime I have to go into the Thrustmaster configuration
utility to re-calibrate my Force GT. Also, if you have it set for "separate
brake and pedal axis" try changing it to combined and then re-calibrate it.
Mine is very finicky, usually causing many trips to the calibration
department. With a little messing around I have been able to get it to work
with everything I have tried.

I know, but in no game it works properly.

You know that this wheel does not work in dos games. I believe that
Indycar II is a dos game. so it won't work.

Oops - it's a FF wheel.  I didn't notice that part.  But, isn't CPR a win95
game?  Surely the wheel should work in a win95 application...

Oops, CPR is a windows game. I thought you ment Indycar racing II. I had also
trouble with my TM FGT Wheel when i was using Win95. Because of this i am now
using Win98 with USB. Now i don't have any problems. Does the problems also occur
in other game's?
