I hear that you can't use a V3 graphics card with F1 2001, but you can use a
V5. How about a V4 card?

V4 has one 32mb TMA, right? I would think it would work fine. Probably
the V3 doesn't have enough onboard memory to run it (16mb).

It's not to do with the memory, it needs to be 100% DX8 compatible.
Which it isn't :(

V4 and V5's are, V1,2 and 3 aren't.
