track tire wear settings in N4

Why is the track_tire_wear setting for Daytona and Talledaga 4.5 and all the
other tracks it's under 2.0?  Is the 4.5 setting a mistake?

I have no real clue, but considering the completely different nature of
racing at restrictor plate tracks, where the emphasis is not so much on
the on the limit behaviour but the minimization of induced tire drag, my
guess is a different sort of tires are used there, and that's where the
difference can come from.

     Getting rid of the restrictor plate at those tracks results in a
drastic increase in tire wear.  If you aren't careful you'll be running
in the red by the end of the fuel mileage pit window around lap
38 at 'Dega...
