Nascar 99 3d problem

I have a Diamond S220 Rendition Verite 4meg graphics card, Win95, 32 meg
ram, Pentium 233mmx. I installed Nascar 99 and the demo of GPL. I should be
able to get NR99 to work in 3d in dos, but when I start up NR I get the
following:

DOS/4GW Professional Protected Mode Run-time Version 2.01a
...
UniVBE Driver not present
562288 Conv'l 29187396 Normal 29187396 All 29187396 Largest
Triple Buffering
PCI Access Failed!
VPDGet found no boards
Unable to initialize video (maybe no VESA driver?)

The GPL demo works in 3d in windows and looks GREAT. What do I need to do to
get NR to work in 3d?
