Any suggestions?  I've got one of the best sound cards out there and in
NR2002 it sucks...

You've definitely got one of the most expensive.  Whether it's the best is
another matter... I have a very low opinion of Creative's sound card efforts
:)

   I just swapped out a Turtle Beach Sante Fe for an Audigy and in the V8
Supercar mod for Heat found a whole layer of sound I was missing...

The immersion in Rally Trophy with my Audigy and 5.1 Speakers is incredible.
Too bad the sound is so lacking in NR2002.  I'm really having a problem with
the fact that I just spent $40 on a patch - that made some things worse...

Crackles and pops are a known prob of the Audigy. The occur more often under
WinXP than under Win9x, but can occur there as well.

Try making these changes to your config.ini file. it completely fixed the
problem for me.

[Sound]
allow_buffer_recreation=1
convert_3d_stereo=1
enable_3d_interpolation=1
force_default_buffer_size=4

interpolationValue=0

Thanks Rik, I tried adding those lines to my core.ini but I still get the
cracks.  Guess it's a WinXP/Creative thing on some titles...

See if cranking down your hardware acceleration on the audio card a couple notches might not help.  That's been an odd, but working, solution to a few problems with games and even video display with the sound card you've got.  Just go one notch at a time to see where it may help.

You might try running dxdiag and going to the sound panel and moving
the accel slider all the way to th eleft, or at least farther over to
the left. I've heard that helps some people.

Another thing to try, would be to open AudiHQ and turn off any Reverb
or eax settings in the AudioHQ applet. Some games generate their own
EAX settings and don't need these ones.

Lastly, open up the mixer and make sure all your colume settings are
set down low. Not all the way down, but a notch or two from the
bottom. You might have to turn the volume on your -speakers- (the
actual physical knob) up to compensate but this sometimes helps as
well. If the sounds are capping out (sort of beign over driven)
they'll snap, crackle and pop... turning 'em down in the mixer can
help a lot.

Thanks RZ that helped a bunch on my Philips card. I had already set the
buffers to 4 which helped some, but the pops are 99% gone now.

Out of context, this sounds like a very bad idea. Then you will just
amplify a lot of noise.

If you have any software CPU cooling programs running in the
background, this will cause the popping noise too.  Turn them off to
eliminate the cracking.  Thats what did it for me.
