NFS SE is an enhancement of the original game.  It adds a few tracks,
the ability to play 8player network, and maybe something else.
NFS II is a full-fledged sequel witha new game engine, a completely new
set of (*** and experimental cars)and all new international tracks.
It
also adds the ability to customize your car and its set up.  It also has
network play, and maybe a few other features.

NFSSE was just an update to the original, where NFS II is all new, and
completely different, i.e. no invisible walls to run into, so you can
drive all over the countryside if you like, and new cars, tracks, and
everything else.

NFS II according to EA has a 50% faster graphics engine. You also can
go off the road now. NFS II also has all new car and tracks. If you
already own normal NFS 1 I wouldn't waste your money on NFS SE.
