Well, for new games your obvious choices are Mercedes Benz World Racing and
Ford Racing 2, which are both fairly Need for Speed-ish.
For older games you might consider Midtown Madness 2 and Driver/Driver 2. If
driving off road is not "too much" countryside for you, you might consider a
rally game. Colin McRae series, Rallysport Challenge, Mobil 1 Rally
Championship and Rally Trophy are good examples of the genre; the latter 3
edging more towards realism.
I you have a wheel/pedal combo you could also consider Grand Prix Legends.
Both among the original circuits as well as the user-made add-ons there are
a host of city streetcicuits and tracks which are basically country lanes
strung together or a combination thereof (Sachsenring springs to mind).
Warning: we're talking a different kind of game here, which could lead to
serious sim ***ion. <g>

Try Driver and maybe Midtown Madness series. Neither is
strictly racing, but it's kinda fun driving around.
Otherwise, try some offroad racing sims.

Anyway, my point is a little true. He obviously wants something that isn't
what we research in a simulation. I'm sure the guy would even like the
"driving" part of the GTA series. It's as average as the Madness series.
Althought... having something truly accurate, some sort of FS2004 but at a
smaller scale for more accuracy (perhaps a 100kmx100km squared world?), open
ended with all terrains forms so you could create your own forms of racing
here and there (rallies, mountain climbing, dirt biking, urban drag racing,
closed city circuits, etc...). That would be nice.
Unless is comes with leather CD wallets, teddy bears and transporter busses.
