Le Mans (game) - why am I getting slowdown?

I decided the other day to give LM another go. Maybe it could be a fun
game, even if it wasn't at GPL/SCGT level. So I slogged through the
(absurdly unintuitive) menus, turned off Tiff Needell (does he really get
paid for about 6 lines of dialogue?), and decided to ease myself back in
with some practice laps around Le Mans in the Marcos (which is an
underrated car, BTW). BUT...

I'm getting very noticeable slowdown, very similar to that in GPL 1.1, with
a minute of game time taking about 1m20s of real time. This makes the game
a lot less interesting, as there's no feeling of speed.

I was using a MSFF wheel, so maybe that was it. But I get the same with a
non-FF joystick, and even the keyboard. There's *always* a 30%-ish
slowdown. And I've turned off all non-essential background apps, including
the virus checker.

Is there anything I can do about this?
