F12002 stuttering

I get what seems to be low FPS, but when running FRAPS, it doesn't drop
below 40.  Anything under 55 I start to see slight stutters.  It doesn't
seem to matter if I'm in 800x600 or 1024x768 16bit, it's the same.  Anyone
have any suggestions for this?

AMD 1700 o/c'd to 1.6G
Ti 4600

I have fsaa off, v-sync off, and even tried putting details on LOW with
keeping the car detail on HIGH, but it still stutters.  I tried chaning the
sounds to 15 from 12, like suggested in another post, but nothing different.

Any help would be apprieciated,

General answer:
Defrag your computer
Update all the drivers
Exit all TSR's that you don't NEED

Does this only happen in this game, or does it happen in others? I'd also
try underclocking the CPU, it may be causing errors because of heat. Turn
the car detail down too. Try running the game at 1024, with all features set
to low, and see if you still have the problem.

I only overclocked the CPU to try and fix the problem, as maybe the
processor needed to be faster, but it's all the same.  I just defragged 3
days ago, and don't have any TSR's running.

Definitely a problem somewhere, you should be getting much higher framerates
with that setup.
What drivers are you running, and did you uninstall the previous drivers
before installing the card?

  This has several inconsistancies with YOUR problem, but  a year or so
ago....I had a Piii 500 and overclocked it for F1 2000cs.  The more I
overclocked the chip, the worse F1 2000cs ran.  Especially the sound.   It
got so bad I could barely exit the menu screens cuz the computer would
almost hang whenever the mouse made that little menu noise as it passed over
a clickable item.  Once I defaulted back to the standard 100 fsb then I got
the best performance.
  Keep in mind that was CS not 2001, it was not with a current video card,
and it was with a seriously underpowered Piii 500.  But if  you are
overclocking, even just your vid card, I'd at least try resetting
everything.

Ya but I over clocked it to try and help, so it was the same before I over
clocked it.  It's just irritating, trying to figure out what's up with this
system that it won't run great.

Yes I uninstalled.  I've tried everything from 27.42 to 29.80 ( I think it
the newest one)  I thought something whacko was going on.

Actually I think you want to go the other way, increase the number of
sounds.  And try changing sound detail to 0 in the player file too.
That gives you more available channels at a lower sample rate, which in
my case seemed to help a lot.
