I asked in a post in another thread, but received no answer. What exactly is
this setting?

Well, apart from 'Speed Sensitivity' which is how much the steering
sensitivity is decreased at high speed, those setting are only to do with
how quickly digital devices like keyboards accelerate to fully on.  It might
be easier if you try setting 'Accelerater' to the 'A' key and then go into
the 'Controller Rates' screen and watch what happens to the bar on the left
when you press 'A' rather than me trying to explain it ; )

BTW, I highly recommend setting 'Speed Sensitivity' to '0' when using a
wheel & pedals.

Also, does anyone know what 'Sensitivity Lock' and 'Deadzone Lock' do?

exactly what it says, it locks the settings so in my case my 3 year old wont
mess up my settings...

The lock locks all axis to one, so you only have to move one of the axis, if
you want them all to have the same settings.
