I might have an answer to your problem, I had the same problem with an STB
velocity and a creative labs voodoo2, p2-266.  First I would suggest that
you make sure you have directx 5 loaded.  Then, search the net and get the
absolute latest drivers for your card.  I know that for creative labs they
just came out with one a couple weeks ago, and diamond might have done the
same thing.  Then, download the latest driver for your sound card, for the
same reason.  then download the sound card direct sound patch for f1rs at
www.ubisoft.com.  Then, make sure you downloaded the 1.09 3dfx patch, not
the direct3d patch.  Install all the drivers and patches in that order,
although I didn't go throught the whole procedure, I did get the sound patch
and the 1.09 patch, and mine is fixed.  That is why I suggest you look for
updates on your own equipment, as I do this for my computer monthly for each
component.  I'm sorry I don't have an easy solution, but I know that this
one worked for me.
