If Richard has indeed identified the problem, then avoiding the use of
random weather might be a workaround. Other people have reported that
this option can cause a race to start in sunny conditions, and then
clouds can arrive and eventually rain. Perhaps it also randomizes the
speed of the wind, and therefore the speed of cloud movement.
