Which  is  better, the TSW or the Procontrol Wheel II?   Are they
worth the extra $ compared to the T2?  Any other recommendations?

I can't speak for either of these 3 wheels, but as far as other
recommendations go, I don't hesitate to recommend the more expensive
Extreme Competition Controls' "Competition Driving System" (ECCI CDS).
It's made out of steel; weighs about 28lbs in total for the wheel and
pedals; features an 11" diameter 3-spoked wheel covered in suede
leather - and 4 thumb switches, 2 on either side for VERY fast
shifting; heavier brake than gas; super smooth driving feel, with no
centre notching at all in the wheel. It also looks VERY cool in front
of your PC. No desk-clamping required either, as the 12" (ish) leg and
the sheer weight of the wheel unit prevents it from moving. This
beastie is built to last.
