Yup, sounds like it would.
I had a TM F1 plugged into my gameport and when the TM got old I
bought a MSFF which plugged into the USB. The cpu load was
lowered so I could turn on a couple more options in GPL!

No, the adapter is meant only for the specific controller it came with.  The
drivers for the wheel would need to be written to support USB and this would
be a major undertaking.  The MS FF Wheel uses MIDI from the gameport to send
the force signals (DirectInput).  The USB port is not MIDI compliant as far
as MS is concerned.

Plus, trying to use the adapter could damage your gear.

That adapter might work with other regular joysticks and maybe some non-FF
wheels - but the MSFF I know uses the gameport in a somewhat non-standard
way, so I can't see it working with an adapter at all.  I'm sure even if
it'd hook up, it wouldn't have any force feedback

I wouldn't try this, at all.  The MSFF is hooked to a seperate power supply,
and while I doubt it'd do anything - you have the possiblity of frying the
wheel, the USB port, the adapter, or all of the above.
