My old Kyro2 ran GPL fine with plenty of addons, although a grid full of
Ferraris slowed it down a bit (19fps at the start, solid 36 otherwise).
It's got similar performance to an MX400 according to reviews.
I've now got a gf4 4200 & it'll do 36fps even with full AA.
If you're in the UK my Kyro2 is for sale. Mail me if you want the info
(watch the 'typo' though).

If you use the new OpenGL rasterizer that somebody on the Racesimcentral
(http://forum.racesimcentral.com) boards hacked, just about anything will
get you 36fps all the time, even with a ton of addons. Of course, this
doesn't apply to the "back of the field at Monaco" test, but even so, the
OpenGL driver feels smoother than D3D even when the framerate drops.
I recently upgraded from a GF2GTS to a GF4 Ti4200, just to get the latest
drivers working properly with OpenGL. With 4x AA and 8x anisotropic
filtering at 1152x864, detail slider at about 95%, I'm running 30-36fps
during qualifying on an Athlon 1GHz with the Ti4200 (overclocked to Ti4400
speeds). With all the updated cars and tracks, the game is absolutely
gorgeous.

To be honest, extra info like that isn't really needed for gpl, since it
peaks at 36fps anyway. Unless you want to run at a huge resolution (I use
1152x864, big, but not huge) then most nVidia cards will be fine. I'd avoid
an MX200 or TNT2 M64, but otherwise, more is better. Just get the best you
can afford.
GPL isn't a DX8 game, so the gf3 & 4 extra DX8 features won't make much
difference, but extra speed will.

With GPL you need CPU, CPU, CPU unless you have a Voodoo5.
With my old V5 I was doing 36fps on start at back of full grid with full
detail everywhere.
With my GF4 Ti4600 I have to settle for 24fps at start then 36 fps after
first turn. This is unless you're ready to play down with the detail bias.
If FSAA is important to you then you could go for GF4 Ti4200, if not a good
GF3 will do the same.
This is my experience on V5 -> GF3 -> GF4.
