My personal opinion is that it's philosophical to the developers, not just a
question of the time it takes to implement it inside the game. I take the
example of Roller Coaster Tycoon (or any "sim"-type games). Everybody wants
a sandbox mode, where you have a flat terrain and unlimited money so you can
do anything you want. But developers never include that mode. Why?
Because like a save game, it takes something out of the spirit of the game.
Same goes for FPS and the in-level save games. Some choose to only save the
games between levels (apparent to N4 where we save between races). You can
do a long race? Do a shorter one. That's their philosophy. It takes
corporate guts to do such thing, btw!
