NR1999: Yellow flag question

Is there away to increase the probability of a caution to come out.  Thats
not very clear, so let me explain my problem.  Had a head-to-head modem race
at Atlanta last weekend. 39 drivers.  Everything was going good, until the
my racing partner toed into the wall.  Had to come to a complete stop to get
away from the wall. Shouldn't a yellow flag have come out? It didn't. Well,
trying to get back up to speed on the outside was a nightmare for him.
Finally, after an AI car hit him and after the track was plugged with
wrecked cars, the yellow flag came out.  I think, that the whole disaster
could have been avoided by having the yellow drop when his car came to a
complete stop on the track.  I like the fact that the yellow doesn't fly
everytime you tap an AI car (I am exaggerating!).  Is there a setting to
adjust what will cause the yellow to fly?  What are NASCARs rules on the
yellow flag?

So far, We have had two caution free races, and both times there where
incidences that should have brought out a yellow. Granted once we had the
yellows turned off.  Luckly, we both were spared getting tangled up in those
incidences.  Altanta was a first race with a caution and it came out alot
later then I would have thought it would have. And for a reason for not
having the yellow waved sooner.

Any ideas?

Usually multiple cars have to be involved unless the one car has caused several
others to stop on the track or it is disabled.
