PCI Modem causing GPL 1.1 25fps capping?

Is everyone that has the 24-25 max fps using a PCI modem?
I saw a thread here,couldnt find it again where that seems a posibility.
Disabling my modem in win98 gives me back my rock solid 36 fps.
And the good thing is that i dont even have to reboot everytime i
disable/enable the thing.

I've had the same problem, when I first installed the patch everything was
ok, but I recently swapped my isa modem for a pci one and the frame rate
dropped to 25fps. If I disable the modem enumerator, my frame rate goes back
up.

old isa modem -- motorola voicesurfr 56
new pci modem (low fps)    diamond supra express

  Rather than the modem itself,  could this be a symptom of the
bios latency timing being set too high.  Rendition cards really
loved having a high latency timing number, but that caused other
pci cards to wait til the rendition was through with the pci bus.
could the soundcard via the high bios settings be hogging the
pci bus and cause the framerate slowdown?
