Weird.  S-EGames list ISI as a partner, so I assumed it would use some
version of the motor engine.

Their KART (go-kart) racing game box shows PC cd-rom. Just hope that
the CART game will be the same.

Ah, I searched a few titles and didn't find any mention of the PC. Fingers
crossed you're right, though I'll be honest and say I have no confidence
in cross-platform developers. Let's face it, the dedicated PC developers
have enough trouble pleasing us! :-)

Go to their web site, click on enter, then click on news. A picture of
the KART game box is shown on the right. You clearly see PC cd-rom on
the side of the game box.

The information you were looking at was for the publisher, not the
developer.
