Hardware upgrade for sims?

I'm after some hardware advice.

I built a new pc system (my second home built pc) from scratch last
year, a pretty good, pretty fast system, but at that time I could only
afford a Voodoo3 2000 card (overclocked of course!).

I think its now the time to upgrade the graphics card, but, which one to
buy?

My system is primarily used for games, so performance is paramount, but
I'm still on a budget, and I don't want to spend 300/400 on a graphics
card.

My limit is between 150 and 200 and I obviously want an AGP card (my
m/b supports x2/x4 AGP) and the best performance and most memory for my
money.

I've heard the MX cards do not have good performance, so which cards
should I be looking at?

BTW, Existing system is a 650 duron athlon (clocked to 950) with 256Mb
pc133 ram on an Asus A7V m/b, using Win98(se).
