GP3 and V5, best settings?

I have a Pentium III 500 and a V5.  When asking GP3 to perform the video
test, it selects software 3d rather than using the V5.   It sets it up for
about 25 fps.  When I force it to V5 with no other changes, the frame rate
drops to about 19 fps.

What's going on?  I thought the hardware 3d would be much faster than
software 3d.  Any ideas why I am seeing these kinds of results?

For now I am using the software 3d since it is much smoother.  On the other
hand it looks grainy and I would like to use the hardware mode if I could
get the frame rate up.

I am using the latest Voodoo5 drivers and DirectX 8a.  Is that version of
DirectX my problem?
