GP3 and GPXPatch

I've tried to run the GPXPatch, but when I try to open GP3 through the
GPX interface I get a message that I must have version 1.13.  This is
strange since I have already applied the GP3 patch.  I recall one of the
text files which came with the GPXPatch said you need a particular noCD
file (something about a file that is exactly 8.?? megabytes).  Would
someone please tell me where to get that particular noCD file?
