I have three of them.
One is a .mip file
One is a .tga file
One is a .car file

What do I do??

Mip I can't help with sorry

TGA file, put in the exports folder, go into paintshop and import it to an
existing car.

.CAR file, put in the series/cup/cars folder then sselect as your car from
the player setup within N4 (or add it to the current active car list.
