Problem calibrating F1CS2K and TSW

I have a TSW with the split axis option.  It works great with GPL and N4, but I
am having a lot of trouble calibrating the brakes for F1CS2K.  It is difficult
to get F1CS2K to respond to the brakes on the controller axis selection screen.
After several tries going back and forth between the windows controller
calibration screen and the controller axis selection screen in F1CS2K, I
finally get the brakes to be assigned to the Y axis.  When I go to the F1CS2K
track, the brakes lockup to easily and can't be feathered at all.  If I go back
to the windows calibration screen and try to calibrate with more travel on the
brake pedal to push out the lockup point on the pedal travel, the brake axis is
no longer recognized in the F1CS2K controller axis selection screen.  Is anyone
else having this problem?  My pots are new jitter free.  BTW, why is Papyrus
the only racing sim developer to have good calibration routine in the sim?
