What effect does the announcer sound settng have. I have him on 100% but I  
have never heard any announcements!!!

Actually, according to Papyrus and some of the beta-testers, this was originally to be a feature
in the game -- spotters would announce information to you, etc.  They took it out, but are
considering putting it back in for either a patch or a future update.
