While racing in Season mode at Atlanta under caution my spotter tells me
that the leader is pitting...you can see him dive for the pits but then
he pulls out back on the track.  On the restart he then pits.  Bug??

Yes, bug. It's been reported to Papyrus already.

N2 Atlanta problems

I had the same type of problems at Atlanta, but it went a little further
than that.
Not only did the leaders "fake" pitting, the spotter kept repeating "keep
low" and
"keep high". Pass the 21 car stay behind the 21 car.....At the time I was
running in seventh place. I decided to see what would happen if I passed
the other cars during the yellow flag.. The spotter  was still saying "go
low" so I started to pass
until I got to the front. The spotter was talking the whole time until I
got in behind the Pace car. After we went green I didn`t get a black flag
and went on to win the race. The whole time I`m saying to myself "What the
hell is going on."
I was totally lost on where I was supposed to line up during the caution
due to the spotter yelling out different things. Cars were stopped all
over the track during the caution. Almost like they were waiting for me to
pass them. Anyway seems like a big problem.
